Question : OPERATION BLACK BOARD SCHEME



(a) the number of people made literate under the Operation Black Board Scheme, as on date, State-wise;

(b) the total amount released and spent on this scheme during each of the last three years, State-wise;

(c) the total number of teachers deputed under this scheme during the said period, State-wise;

(d) whether the funds provided by the Government have been utilised;

(e) if so, the details thereof, State-wise; and

(f) if not, the reasons therefor?

(a): The scheme of Operation Blackboard, launched in 1987-88, aims to improve the human and physical resources in primary schools in terms of teachers, Teaching Learning Equipment (TLE) and classrooms. The scheme was extended in 1993-94 to cover upper primary schools also. Thus, the scheme seeks to contribute towards qualitative and quantitative improvement in elementary education.

(b): State-wise details of funds released and utilized from 1998-99 to 2000-2001 is at Annex-I.

(c): State-wise details of teachers posts sanctioned/appointed during the said period is at Annex-II.

(d), (e) & (f): Funds are released to the States/UTs for procurement of TLE and payment of salary to teachers appointed under the scheme. Some States have not fully utilized the funds released for procurement of TLE. This issue is monitored and continuously taken up with concerned States. A statement showing unutilized funds lying with State Government is at Annex-III.
