Question : Person Days of Work Generated under Rural Schemes

(a) the number of person days of work generated under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pradhan Mantri Awaas Yojana (PMAY) and Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last three years and the current year, State/UTwise;

(b) the quantum of expenditure incurred by the Government on these schemes during the said period;

(c) whether there has been a sharp increase in the quantum of expenditure incurred on these schemes during the said period and if so, the details thereof;

(d) whether the Government proposes to enhance the expenditure to make Gram Panchayats poverty free; and

(e) if so, the details thereof including the quantum of expenditure to be sanctioned for the purpose?

Direct employment is generated under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) and Pradhan Mantri Gram Sadak Yojana (PMGSY) also have direct and indirect bearing on employment generation. Rural Road Development Plan: Vision 2025 document estimates that 25 percent of PMGSY expenditure creates direct wage employment. The expenditure on PMAY-G results in direct wage employment and derived demand for production, procurement and transportation of construction material which generates indirect employment. Employment generated in the last three years and current year under these three programmes is given in the table below:

Government has enhanced budgetary allocation of the Department of Rural Development for implementation of rural development schemes to Rs 1,05,405 crore for the year 2017-18 as against expenditure of Rs 95,096 crore in the year 2016-17.
