Question : TRAINING MODULE FOR IPS OFFICERS



(a) whether the Government is satisfied with the content and quality of training imparted to the Indian Police Service (IPS) officers keeping in view the emerging security challenges;

(b) if so, the details thereof;

(c) whether the Government proposes to review the training module/ programme;

(d) if so, the details thereof;

(e) the details of attrition among IPS officers and the reasons therefor during each of the last three years and the current year; and

(f) the details of the steps taken by the Government to stem attrition among IPS officers?

(a) & (b) The Government of India attaches great importance to the training of IPS officers, who are given mandatory training and in service training at five levels, striving for highest levels of content and quality.

(c) & (d) Review of training modules and programmes is an on-going process with a view to keep the training courses abreast with the emerging security challenges. In recent years subjects such as jungle warfare, tactics, cyber crimes, forensics have been added to upgrade the capabilities of the officers.

(e) & (f) 12, 10 and 8 Indian Police Service Officers have resigned in the year 2008, 2009 and 2010 respectively. In order to deal with the attrition in the IPS cadre, the strength and composition of the State cadres has been reviewed, the annual batch size of the Regular Recruits has been increased to 1250, and a proposal to induct IPS officers through a scheme of Limited Competitive Examination has been approved.
