Question : MSS SCHEME FOR HANDICRAFT SECTOR



(a) whether the Government has implemented Marketing Support and Services Scheme for the handicraft sector in the country;

(b) if so, the details thereof along with the salient features of the said scheme;

(c) the total number of handicraft artisans benefited from the said scheme during each of the last three years and the current year, State/UT-wise;

(d) whether the Government has organised or proposes to organise skill training programmes for such artisans in the country and if so, the details thereof along with the number of such artisans benefited therefrom during the said period and if not, the reasons therefor; and

(e) the other measures taken/being taken by the Government to enhance skill of such artisans and to promote handicraft sector in the country?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF TEXTILES (SHRI SANTOSH KUMAR GANGWAR)

(a) & (b): Yes, Madam. The Scheme of Marketing Support & Services is implemented by the Government which focuses on enhancing the access of artisans and exporters to various markets and marketing channels along with creating awareness about handicrafts amongst consumers & public at large both in domestic and international market.

(c): State-wise statement of artisans benefitted during the last three years is enclosed as Annexure-I.

(d): Yes, Madam. The following skill training programmes for artisans are organized under the Human Resource Development Scheme:-

 1. Training through established institutions. 2. Handicrafts training program. 3. Training through Guru Shishya parampara. 4. Training of the Trainers. 5. Design mentorship and apprentice programme. 
The details of artisans benefitted under Human Resource Development Scheme during last three year and current year is enclosed as Annexure-II.

(e): The Government also implements following generic schemes for over all development of artisans `including their skill development.

(i) Baba Saheb Ambedkar Hastshilp Vikas Yojana (AHVY)

(ii) Design and technology upgradation scheme

(iii) Research and development scheme

(iv) Handicrafts artisans comprehensive welfare scheme for Handicrafts Artisans and

(v) Infrastructure and technology development scheme.
