Question : Regional Vocational Training

(a) the number of people who have been provided the facility of opening new start ups under the ‘Skill Development’ programme during the last four years across the country, State-wise;

(b) the total number of people who benefitted from it and the number of people who have got employment in these new start ups, State-wise;

(c) whether the Government is coordinating with other ministries, educational institutions, public institutions and private institutions for skill development; and

(d) if so, the details thereof?

(a) to (d) There is no provision to provide the facility of opening new start ups under the ‘Skill Development’ programme. However, a total of 8,184 Startups have been recognised under the Startup India initiative being administered by Department of Industrial Policy & Promotion, Ministry of Commerce & Industry. The State-wise details of the Startups recognized are given at Annexure. As per the data available, a minimum of 77,051 direct jobs have been created under the Start-up India program through the recognized Startups till 20.03.2018.

Ministry of Skill Development & Entrepreneurship (MSDE), which has been set up to coordinate skill development efforts in the country, has notified common norms for rationalization of Schemes on Skill Development being administered by more than 20 Central Government’s Ministries/Departments. The norms includes standards for inputs/output, funding/cost norms, third party certification and assessment cost etc. across the various skill development programmes while allowing flexibility to meet the requirements of different parts of the country/different socio economic groups. However, different ministries are free to frame schemes at their discretion to meet local/sectoral needs while adhering to common norms.
