Question : Racial Attack

(a) the number of racial attacks on people hailing from the North Eastern
States reported during each of the last three years and the current year, State-wise including Karnataka;

(b) whether the Government has identified the reasons for increasing racial attacks on such people and if so, the details thereof;

(c) the measures taken by the Government to address the issue of racialism against such people; and

(d) whether the Government has any proposal to promulgate an anti-racial law or strengthen the provision under IPC to safeguard the affected people from such attacks and if so, the details thereof?

(a) The number of racial attacks reported against the people hailing from the North Eastern States, as available with the Ministry during the last three years and the current year is at Annexure-I

(b) & (c): In the wake of unfortunate death of Nido Tania, a student from Arunachal Pradesh, Ministry of Home Affairs set up a committee under Shri M.P. Bezbaruah in February, 2014 to look into security concerns of the people from North East States living in different parts of the country. The Committee had been tasked to examine reasons of attacks on people of North East and suggest remedial measures.

Government of India have issued Advisories from time to time to all States and UTs directing them to have a stringent mechanism to deal with the incidents of racial attacks on citizens from North Eastern States. State Governments and Union Territories are taking all necessary security measures to strictly follow the directions given in the advisories. The Delhi Police has set up Special Helpline No.1093 w.e.f. 14th February, 2014 to address to grievance of the citizens from North East living in Delhi. Bengaluru Police, Gurgaon Police and Mumbai Police have provided helpline Nos.09480801020, 0124-2301559 and 08976341108 respectively.

(d): The Bezbaruah Committee, recommended insertion of sections 153C and 509A for making imputations and assertions prejudicial to human dignity and word gesture or act intended to insult a member of particular racial group is under examination.
