(a)&(b): There is no specific clause banning purchase of new vehicles or 10 percent cut in non-plan revenue expenditure in the MoU signed by the Government of Sikkim with Union Finance Ministry on Medium Term Fiscal Reforms Programme (2000-01 to 2004-05).
