Question : Land Reforms

(a) whether the Government proposes to take/has taken any steps to formulate a programme for effective implementation of Land Reforms Act, by distributing surplus land to the poor and to permit the landless labourers to form their union for the protection of their rights;
(b) if so, the details thereof as on date; and
(c) if not, the reasons therefor?

(a) to (c)- The subject of ‘Land and its management’ falls within the exclusive legislative jurisdiction of the respective States as provided under Entry No.18 of List II (State List) of the Seventh Schedule to the Constitution. The role of the Central Government in the field of land reforms is of an advisory and coordinating nature. However the Department has formulated a ‘Draft Land Reforms Policy’. The Draft Policy relates to various aspects of Land Reforms inter-alia distribution of land to the poor/ landless labourers. The same is available on our departmental website dolr.nic.in.
