Question : Irregularities in Swachch Bharat Mission (Gramin)

(a) whether the Government is aware about irregularities in Swachch Bharat Mission (Gramin) in Barpeta district;

(b) whether an inquiry has been initiated in this regard and if so, the outcome thereof;

(c) whether it is true that the same matter was discussed in the DISHA meeting on 10th September, 2020 and resolved for another inquiry by two top officials of the district;

(d) whether the inquiry order has been issued in this regard;

(e) if so, the details including its terms and conditions and the findings thereof; and

(f) whether police cases have also been registered in this regard, if so, the details thereof and the progress made therein so far; and

(g) whether it is true that a junior engineer was arrested in relation to the case while trying to bribe a senior government officer and if so, the details and the status of the case?

(a)&(b) As per the information received from Government of Assam, an enquiry had been initiated from the Chairman, District Water and Sanitation Committee (DWSC) cum Deputy Commissioner, Barpeta to verify the existence/ construction of toilets under Mandia Block.

(c) to (f) Yes, Sir. As per the information received from Government of Assam, the matter was discussed in the DISHA meeting on 10th September, 2020 and resolved for another enquiry. Accordingly, an enquiry order has been issued vide Deputy Commissioner, Barpeta order No. BDD.257/2011/V&MC/Part-I/49 dated 01-12-2020. The Chief Executive Officer, Barpeta Zilla Parishad was entrusted with the responsibility to enquire into the matter of procedures adopted while selecting the left out beneficiaries for construction of individual house hold latrines (IHHL) in the district under Swachh Bharat Mission (Grameen). Addl. Deputy Commissioner, Barpeta was directed to render assistance to the officer authorized as and when needed. The officers were directed to submit the findings at the earliest possible to enable its placement before the next DISHA meeting. The enquiry report is awaited. A Police case was also registered at Baghbar Police Station under Barpeta District vide case No. 347/2020/U/S 406/409/420 IPC and the matter is sub-judice.

(g) As per the information received from Government of Assam, one Junior Engineer, Nasiruddin Ahmed was arrested and presently under suspension vide Order No. PHED-260/2020/4 dated the 7th Nov, 2020 in another case no. 2211/2020 U/S 8(1)(i)(ii) Prevention of Corruption Act 1988, at Barpeta P.S.
