Question : Narcotics Control Bureau

(a) the details of major seizure of drugs/narcotics effected during 2016 and initiatives taken by the Narcotics Control Bureau, to curb illegal traffic of narcotics;

(b) the number of cases of smuggling of narcotics that came to light or were registered and the quantum of narcotics seized during the last three years, year-wise and State/Union Territory-wise;

(c) whether any financial assistance has been provided to the States for preventing smuggling of drugs and carrying out antinarcotics operations and if so, the amount of assistance provided during the said period, State-wise;

(d) whether the Government has any proposal to impose/has imposed a ban on poppy farming and if so, the details thereof along with the amount of funds allocated to each State for the said purpose, State/ Union Territory-wise; and

(e) the comprehensive measures being taken by the Government to curb smuggling of drugs and narcotic substances in the country?

STATEMENT REFFERED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO.*128 FOR 26.07.2016.


(a): The amount of drugs/narcotics seized by NCB in 2016 are annexed at Annexure A.

(b): The number of cases registered and the quantum of narcotics seized in the last three years, State-wise are annexed at Annexure-B.

(c): The Government provides financial assistance to the States for strengthening their enforcement capabilities in terms of equipment, kits vehicles etc. The amount of financial assistance provided to the States is annexed at Annexure-C .

(d): There is no proposal to impose a ban on poppy farming. However, Government has made rules under NDPS Act, 1985 for issue of licence for cultivation of opium poppy and such cultivation is only on account of Central Government.

(e): The Narcotics Control Bureau has taken various initiatives such as coordinated intensive prevention and interdiction efforts along known drug routes, coordination with various law enforcement agencies like BSF, CRPF, DRI, Central and State Excise and Customs agencies, increased international cooperation for exchange of information and investigative assistance, especially with the neighbouring countries and destruction of illicit poppy and cannabis cultivation to curb illegal trafficking of narcotics. In addition to this, drug awareness programmes are undertaken to reduce demand for narcotics/drugs in the country. De-addiction and rehabilitation centres have also been setup for the treatment of drug addicts.
