Question : Decentralised Waste Management Projects

(a) whether the Government proposes to set up major decentralized waste management projects in the States and start a decentralization drive for solid waste management;
(b) if so, the details thereof and progress made, State-wise indicating installed waste processing capacity and its utilization by decentralized units so far during the last five years;
(c) whether the wet waste will be sourced from hotels and other bulk waste generators who have not created on site waste composting units;
(d) whether such units are expected to supply wet waste to the bio CNG units and if so, the details thereof; and
(e) whether after completion/ commissions of these plants, the Residents’ Welfare Associations (RWA’s) would play a key role in the supply of vegetable waste for wet waste processing to reduce the dumping of waste in dump yards, if so, the details and present status thereof, State-wise along with funds sanctioned/ spent in this regard, State/UT-wise?

(a) to (e): The Ministry of Housing and Urban Affairs, under Swachh Bharat Mission – Urban, provides Central Assistance to projectsfrom States/Union Territories, as per the Guidelines of Swachh Bharat Mission-Urban for Municipal Solid Waste Management, which includes decentralized waste processing plants owned by Urban Local Bodies. The State Governments and Union Territories formulate policies, plans and projects for solid waste management, as per their requirement, taking into account local needs, type of waste generated, availability of waste management facilities etc.

The Solid Waste Management Rules, 2016, prescribe that local authorities and Panchayats involve communities in waste management and promotion of home composting, bio-gas generation, decentralized processing of waste at community level subject to control of odour and maintenance of hygienic conditions around the facility. Further, under the Rules, local authorities and Panchayats are also mandated to collect waste from vegetable, fruit, flower, meat, poultry and fish markets on day to day basis and promote setting up of decentralized compost plant or bio-methanation plant at suitable locations in the markets or in the vicinity of markets ensuring hygienic conditions.
