(a) Yes , Sir
(b) The Municipal Solid Wastes (Management and Handling) Rules, 2000 lay down detailed
compliance criteria, for the collection, storage, segregation, transportation, processing
and disposal of municipal solid wastes. As per these rules ,the municipal authority is
responsible for the implementation of the provisions of the rules and for any infrastructure
development for management of municipal wastes. The municipal authorities are required
to seek authorization for setting up of waste processing and disposal facilities including
landfills from the State Pollution Control Boards (SPCBs). The overall responsibility for
the enforcement of these rules rests with the Secretary incharge, Department of Urban
Development in the State.
(c) Implementation is a continuing process. The SPCBs and the Pollution Control
Committees (PCCs) of the Union Territories are required to prepare and submit an annual
report on the implementation status of the rules to the Central Pollution Control
oard (CPCB ). The CPCB prepares a consolidated annual review report on the management
of municipal solid wastes and forwards the same along with its recommendations to the
Ministry of Environment & Forests.
(d) As per this consolidated annual review report on the management of Municipal Solid
Wastes for the year 2005-2006 , many local bodies have set up / streamlined waste
collection, storage and transportation system. 2339 local bodies have applied for grant
of authorization to set up waste processing and disposal facility to the respective
SPCBs / PCCs and 1220 authorizations have been granted. 65 compost plants are in operation
and 56 are proposed to be set up. Seven landfills have been constructed and local bodies
in 17 States have identified new sites for development of sanitary landfills. A regional
waste processing and disposal facility for a cluster of 11 municipalities is under
completion by the Ahmedabad Urban Development Authority.
