Question : Timebound issue of Degrees

(a) whether it is true that the University Grants Commission (UGC) has directed all
universities across the country to issue degrees to students with six months of the
students qualifying for the degree;
(b) if so, the details thereof;
(c) whether it is also true that the UGC has reportedly received several representations
and references regarding some universities who have failed to award the degrees in
time creating difficulties for student in pursuing further studies;
(d) if so, the details thereof; and
(e) the steps taken by the UGC in this regard?

(a) & (b): Yes, Madam. The University Grants Commission (UGC) has notified the UGC
(Grant for Degree and other Awards by Universities) Regulations, 2008 which, inter-alia,
prescribes that the degree award date(s) shall be within 180 days of the date(s) by
which the students are expected to qualify and become eligible for award of degrees.
These regulations are applicable to all Universities established or incorporated by or
under Central Act, a provincial or a State/ Union Territory Act and all Deemed to be
Universities established under Section 3 of the UGC Act, 1956.
(c) to (e): As and when representations and references regarding delay of award of
degrees are received by the UGC, the same are forwarded to the Institutions concerned
for effective resolution. The UGC (Grievance Redressal) Regulations, 2012 have been
notified to ensure fulfillment of the rights and entitlements of students. The UGC writes,
from time to time, to Institutions of Higher Education in the country reminding them
about the rights and entitlements of students including the timely issuance of degrees.
