ANSWER
MINISTER OF WOMEN AND CHILD DEVELOPMENT
(SHRIMATI SMRITI ZUBIN IRANI)
(a) to (e) To ensure better monitoring and efficient implementation, presently in the XVth Finance Commission Cycle, all the schemes being implemented by the Ministry for social security/ empowerment/welfare/development of women and children in the country have been clubbed into three verticals, viz. (1) Saksham Anganwadi & Poshan 2.0 (2) Mission Shakti (3) Mission Vatsalya. The details of these schemes are as under:
(i) Saksham Anganwadi & Poshan 2.0:This programme has been reorganized into 3 primary verticals: (i) Nutrition Support for Children, Adolescent Girls and Pregnant Women & Lactating Mothers (ii) Early Childhood Care and Education [3-6 years] and
(iii) Anganwadi Infrastructure including modern, upgraded Saksham Anganwadis.
(ii) Mission Shakti: Mission Shakti comprises of two sub-schemes ‘Sambal’ and ‘Samarthya’ for safety and security of women and empowerment of women respectively. The existing schemes of One Stop Centres (OSC), Women Helplines (181-WHL) and Beti Bachao Beti Padhao (BBBP) have been made part of Sambal sub- scheme; while the existing schemes of Pradhan Mantri Matru Vandana Yojana (PMMVY), Ujjwala & Swadhar Greh (Shakti Sadan), Working Women Hostel (Sakhi Niwas), Gender Budgeting and National Creche Scheme have been subsumed in ‘Samarthya’.
(iii) Mission Vatsalya: Under the scheme, support is provided for delivering services for children in need and in difficult circumstances universally across the country; and develop context-based solutions for holistic development of children from varied backgrounds. The Child Care Institutions (CCIs) established under the scheme support inter-alia age-appropriate education, access to vocational training, recreation, health care, counselling etc. and covers both rural and urban children.
The details of funds released and utilized along with the number of women/ children benefitted under the aforementioned schemes/programmes during each of the last three years and the current year, State/ UT-wise is annexed at Annexure-I.

Annexure-II
Details of achievements made under the schemes of the Ministry
I. Saksham Anganwadi
• Anganwadi Workers (AWWs) have been provided with Smart Phones for efficient service delivery.
• Streamlined guidelines were issued on 13.01.2021, covering several aspects such as quality assurance, roles and responsibilities of duty holders, procedure for procurement, integrating AYUSH concepts and Data management and Monitoring through ‘Poshan Tracker’ for transparency, efficiency and accountability in delivery of Supplementary Nutrition. Smartphones have been provided to AWWs for data feeding in Poshan Tracker
• The estimated number of underweight, malnourished and severely malnourished children under 5 years of age is obtained under National Family Health Survey (NFHS) conducted by the Ministry of Health & Family Welfare. As per the recent report of NFHS-5 (2019-21), the nutrition indicators for children under 5 years have improved as compared with NFHS-4 (2015-16). Stunting has reduced from 38.4% to 35.5%, Wasting has reduced from 21.0% to 19.3% and Underweight prevalence has reduced from 35.8% to 32.1%.
II. One Stop Centres & Women Helpline
For women affected by violence and in need of assistance, a range of integrated services including facilitation with police, medical and legal aid and counseling and psycho-social counseling are being provided under one roof through 708 One Stop Centers or Sakhi Centers across 34 States/UTs. Till March, 2022, assistance has been provided to over 5.40 lakh women. Also, emergency/non-emergency help is provided through toll- free women helpline (181).
III. Beti Bachao Beti Padhao (BBBP)
BBBP aims to address the issues of declining Child Sex Ratio (CSR). CSR is calculated on decadal basis by Registrar General of India through Census. As per the latest available report of Health Management Information System (HMIS), data of Ministry of Health and Family Welfare suggests an improving trend of 19 points at National level from 918 (2014- 15) to 937 (2020- 21). As per UDISE data of Ministry of Education enrolment of girls in the schools up to secondary has increased from 75.51% percent in 2014-15 to 79.46% in 2020-21.
IV. Pradhan Mantri Matru Vandana Yojana (PMMVY)
Under PMMVY, more than 2.89 crore Pregnant Women and Lactating Mothers (PW&LM) have been enrolled and ?11,217.39 crore has been disbursed as on 15.07.2022.
V. Under PM CARES for children scheme, benefit has been extended to 4345 children.
