Question : CONTRACT WORKERS IN FCI



(a) the number of workers deployed in various godowns of the Food Corporation of India (FCI) during the last three years alongwith their mode of deployment viz., departmental, Direct Payment System, contract etc. State-wise;

(b) whether FCI continue to utilise the services of contract workers even in notified depots where it is prohibited;

(c) if so, the details thereof and the reasons therefor; and

(d) the steps taken for absorption of these workers under Direct Payment System?

(a): The number of workers deployed under Departmental/Direct Payment System and Contract System for the last three years is given in Annexure.

(b): Yes, Madam.

(c): The Ministry of Labour, has issued notifications after the year 2000 under the provisions of Contract Labour (Regulation & Abolition) Act, 1970 prohibiting employment of contract labour in the following depots of FCI. However, these orders have not been implemented:

State	Depot
Kerala 3 - Kozhikode (West Hill), Mavelikara and Chalakudy,
West Bengal 1 - Adra
Andhra Pradesh 1 – Kakutoor
Maharashtra 1 – Ratnagiri

The existing contract labour of 4 notified depots viz. West Hill (Kozhikode), Mavelikkara, Chalakudy (Kerala) and Ratnagiri (Maharashtra) have opposed transfer of surplus DPS labour to these depots resulting in litigation. Similarly, the deployment of existing surplus labour in Adra and Kakatoor Depot has been opposed by the present contract workers.

(d): It is not possible to absorb contractor workers as at present 738 DPS and 988 Departmental workers are surplus all over India in the depots of FCI.
