Question : Stalls at Stations

(a) whether many of the stalls allotted on railway stations have been rented out or sold by original allottees to other persons and the authorities concerned have not taken any action in this regard;


(b) if so, the zone-wise details of such cases detected and the action taken thereon;

(c) the nature of the action taken; and

(d) the provisions to ensure the rule-based running of stalls and the machinery put in place to implement these provisions?

(a) to (d): As per extant policy guidelines, renting/ subletting of stalls by original licensee to others is prohibited.
One instance of subletting of catering stall was noticed over Southern Railway during checks on 11.06.2018. The license of the said stall was terminated and the licensee was debarred from further tendering for a period of one year.
To ensure no breach of the terms and conditions of contract, there is provision of forfeiture of security deposit, termination of contract and debarment of the licensee. Further, regular and surprise inspections are carried out by Railway officials to check and ensure that the catering units are operational as per the extant guidelines.
