Question : Illegal Phone Exchanges

(a) whether the Government is aware that a large number of illegal phone exchanges operating in various parts of the country have been busted by the Anti-Terrorism Squads recently;

(b) if so, the details of the modus operandi of such illegal phone exchanges
and the number of persons involved and apprehended; and

(c) the losses suffered by the Government due to the functioning of such illegal phone exchanges and the steps taken by the Government/various security and intelligence agencies to check the functioning of such anti-national elements and put them behind bars?

(a) & (b): Some instances of busting of illegal phone exchanges by the Anti Terrorism Squads have come to notice. International Long Distance (ILD) calls from foreign countries are routed through Voice over Internet Protocol (VoIP) bypassing the International Long Distance Gateways. These incoming VoIP calls are converted into voice calls which are further routed to the destination through local telecom network.

(c): A toll free number 1800110420 has been set up to seek public participation in receiving information about illegal international calls/ telephone exchanges. Further, Telecom Enforcement, Resource & Monitoring (TERM) Cells, (field units of DoT) have been sensitized and instructed to create awareness among customers about toll free number 1800110420 in coordination with the Access Service Providers.
