Question : Committee on Functioning of DRDO

(a) whether the recommendations made by a Committee headed by Dr. P. Rama Rao to resolve the problems faced by the Defence Research and Development Organisation (DRDO) have been implemented by the Government;

(b) if so, the details thereof and if not, the reasons for not implementing the same;

(c) whether the said Committee has also recommended the creation of a Board of Research and Advanced Defence Services to function on the lines of the Defence Advanced Research Projects Agency in the USA; and

(d) whether the Government proposes to declassify Rama Rao Committee report and if so, the details thereof?

IN THE MINISTRY OF DEFENCE

(a) & (b): Yes, Madam. Defence Research and Development Organisation (DRDO) has implemented all the recommendations made by Dr. P. Rama Rao Committee which were within its power. Remaining accepted recommendations are at various stages of necessary approvals for implementation.

(c) Yes, Madam. The Committee had also recommended creation of a Board of Research for Advanced Defence Sciences (BRADS) to function on the lines of Defence Advanced Research Projects Agency (DARPA) of USA. However, the recommendation regarding creation of BRADS was not accepted by the Government.

(d) No, Madam. There is no such proposal to de-classify Rama Rao Committee Report.
