Question : Ranking of Central Universities

(a) the number and rankings of the Central Universities, State Universities and Private Universities
functioning in the country, State/UT-wise;
(b) the number of Open Universities in the country;
(c) whether the certificates issued by the Open Universities are valid across the country;
(d) the number of universities which have been black listed in the country along with the names thereof;
and
(e) the year-wise details of the amount of assistance given by the Government to these Universities along
with the details thereof during the last three years?

(a): Sir, there are total 908 Universities (49 Central Universities, 399 State Universities, 126 Deemed to be
Universities, and 334 Private Universities) in the country. The list of top 200 Central/ State/ Private/
Deemed to be Universities, as per NIRF ranking is available at
website https://www.nirfindia.org/2019/UniversityRanking.html
(b): There are 14 State Open Universities and one Central Open University in the country.
(c): Yes, Sir. The degree certificates (at Undergraduate/Postgraduate level) issued by the Open
Universities recognized by the University Grants Commission (UGC) to offer programmes through Open
and Distance Learning (ODL) mode, are valid if they are offered as per the provisions stipulated in the
UGC (ODL) Regulations, 2017 and its subsequent amendments.
(d) & (e): As per UGC Public Notice dated 24th April, 2017, Sam Higginbottom Institute of Agriculture,
Technology & Sciences (SHIATS), Allahabad has been debarred from offering distance education
programmes from 2016-17 to 2019-20. In this regard, the UGC vide its letters dated 21.3.2016 and
5.7.2016 had intimated SHIATS, Allahabad that the admission process for distance education
programmes from the academic year 2016-17 should not be initiated before obtaining prior approval of
UGC. The UGC has informed that this University was given the financial assistance of Rs. 10.51 lakh
during the year 2016-17 and no grant has been given to it during 2017-18 and 2018-19.
