Question : Productive Cows and Oxen

(a) whether it is a fact that 99.19 per cent cows and 99 per cent oxen are productive in the country;

(b) if so, the average value of production therefrom and the expenditure incurred by the Government thereon;

(c) the details of the agency which has collected the said data and the date on which the data was collected;

(d) the basis of classification of productive and non-productive cows and oxen; and

(e) the various steps taken by the Government to promote animal husbandry in various States of the country?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO.121 PART (a) TO (e) ON “PRODUCTIVE COWS AND OXEN IN THE COUNTRY” TO BE ANSWERED ON 25.07.2017:


(a) No, As per the 19th Livestock Census-2012, out of total no. of 122.98 million cows, 43.95 million (35.74%) cows are in-milk production and 46.88 million male cattle (69.03%) out of total population of 67.92 million are used for breeding and draught purposes.


(b) and (c) The value of total milk production during the year 2015-16 was Rs.5,49,587.00 Crore. In order to support the efforts of the States, Rs 490.95 Crores were released by the Central Government under various schemes of Dairy Development during 2015-16.

During the year 2015-16, the estimate of milk production is calculated based on the data collected under Integrated Sample Survey conducted by the State/UT Animal Husbandry Departments with the support of Union Government and the value of output of milk is calculated annually by Central Statistical Office.


(d) In 19th Livestock Census-2012, the categorisation of cows is done on the basis whether it is in-milk or not while the categorisation of oxen is done according to their uses such as breeding or draught.

(e) In order to promote animal husbandry, the Central Government support the States through the following major schemes.
i. National Dairy Plan
ii. National Programme for Dairy Development
iii. National Programme for Bovine Breeding
iv. Rashtriya Gokul Mission
v. National Mission for Bovine Productivity
vi. Dairy Entrepreneurship Development Scheme (DEDS),
vii. National Livestock Mission
viii. Livestock Health and Disease Control Assistance
