Question : Implementation of National Health Mission in Chhattisgarh

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of the funds allocated and utilized under National Health Mission (NHM) during the last two years and as on date for Chhattisgarh;

(b) whether any steps have been taken/proposed to be taken to strengthen National Health Mission and make it more effective by increased allocation of funds;

(c) if so, the details thereof, if not, the reasons therefor;

(d) the details of Community Health Centres and Public Health Centres setup in Chhattisgarh from the date of inception of National Health Mission; and

(e) the steps taken by the Government to assess the implementation and growth of National Health Mission (NHM) along with the present status thereof?

(a): Funds released and utilized by the State of Chhattisgarh under the National Health Mission (NHM) during 2018-19, 2019-20 and in the current year are as under:

(b) & (c): The Government has continued to allocate more funds to strengthen the National Health Mission (NHM). Further, there has been an increase in State share for NHM from 25% to 40% in all States except Hilly States and North Eastern States. In addition, the States are required to increase their State’s Health Budget by at least 10% annually as per the Memorandum of Understanding (MoU) under NHM.
(d): Public Health and Hospital is a State subject, however, Government of India provides financial and technical support to the States/UTs under NHM for strengthening the healthcare system including setting up of Primary Health Centres (PHCs) and Community Health Centres (CHCs) based on the proposal received from the States as per their resource envelope. Details of CHCs and PHCs setup in Chhattisgarh from the date of inception of NHM are not maintained centrally. However, as per the Rural Health Statistics (RHS) 2018-19, 174 CHCs and 837 PHCs (including Health & Wellness Centres) are functional in Chhattisgarh.

(e): The working of National Health Mission (NHM) is reviewed / assessed, inter-alia, through external surveys such as, National Family Health Survey (NFHS) and Sample Registration System (SRS). Further, Common Review Missions (CRMs) also undertake a review of NHM every year.

Performance of NHM is also reviewed by the Ministry periodically through the Health Management Information System (HMIS), Reproductive and Child Health portal, NIKSHAY portal (for TB patients) and Comprehensive Primary Health Care Portal. To monitor the progress of Health & Wellness Centres, the AB-HWC portal has been created.

In addition to Performance Audit by the Comptroller Auditor General of India (CAG), Annual Statutory Audits by CAG empanelled Chartered Accountant Audit firms and Concurrent Audits by Chartered Accountant Audit firms, etc., financial monitoring and management of funds on real time basis is carried out through Public Financial Management System (PFMS) that tracks the flow of funds at different levels. The Ministry is also focusing on outcome-based monitoring.
