(a) to (e) The Ministry of Skill Development & Entrepreneurship (MSDE) has signed three Joint Declarations of Intent with Germany for cooperation in the field of Skill Development and Vocational Education and Training. Details are given in the Annexure.
(f) One of the priorities of the Government is to create a working population with skills at par with their counterparts in other parts of the world. To achieve this goal, India International Skill Centre (IISC) program was envisioned. MSDE under the ‘Skill India Mission’ and the Pravasi Kaushal Vikas Yojana (PKVY) Memorandum of Understanding (MoU) with the Ministry of External Affairs (MEA), is setting up of the IISC Network through National Skill Development Corporation (NSDC) to provide high quality skill training and certification for facilitating international mobility. In the pilot phase, 14 IISCs were launched and important lessons were learnt during its operationalization. Out of the 583 candidates trained, 286 candidates were successfully certified, and 63 candidates were placed overseas.
Besides, a Memorandum of Cooperation (MoC) between MSDE and the Ministry of Justice, the Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare of Japan (collectively referred to as the Ministry of Japan) was signed on 17th October, 2017 with the objective of transferring of technical skills from Japan to India appropriately and smoothly by advancing the Technical Intern Training Programme (TITP). The TITP programme is an On-the-Job-Training (OJT) programme providing employment opportunities for foreign nationals in Japan. Under the TITP programme, 27 Sending Organizations have been empanelled across the country and these Sending organizations have set up 24 Training centres across 11 Indian states for training and sending candidates to Japan as technical interns (TITP). More than 700 candidates are enrolled at these centres for undertaking Japanese language training.
(g) This Ministry has signed agreements with eight other countries for cooperation in skill sector including innovative and sustainable sectors to increase employment opportunities. In addition, under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), industry linked skill development training programmes are being conducted all over the country in several sectors including innovative and sustainable sectors.
