Question : SALE OF STAMP PAPER



(a) whether the sale of stamp paper in the capital has increased by five-six fold recently;

(b) if so, the reasons therefor;

(c) whether the people are facing a lot qf difficulty in purchasing stamp papers; and

(d) if so, the measures taken by the Government to deal with this situation?

(a) (b) & (c): The Government of National Capital Territory of Delhi has informed that the revenue generation has increased from Rs.452.58 Crore for 2003-04 to Rs. 673.04 Crore in 2004-05. The reasons for the increase are (i) More property transactions, (ii) Easy accessibility/transparency of the system, (iii) Reduced rate of stamp duty for women in registering the conveyance deeds (iv) Levy of stamp duty on registration of General Power of Attorney other than blood relations since June 2004 and (v) Compulsory registration of Agreements to Sale. The Stamp papers are easily accessible from Delhi Treasury. Further, it has been decided to sell them in selected bank branches also. No complaints regarding difficulty in purchasing Stamp papers have been received.
