Question : EMPLOYMENT IN BCPL



(a) whether the Government proposes to provide employment to the local people of Dibrugarh in Brahmaputra Crackers and Polymer Limited (BCPL);

(b) if so, the details thereof and the criteria adopted for providing employment in BCPL and if not, the reasons therefor;

(c) whether the Government also proposes to set up skill training centres to facilitate ihe local workforce to hone their skill as per requirement of the BCPL project; and

(d) if so, the details thereof?

(a) to (b): BCPL is a Central Public Sector Enterprise (CPSE) and all recruitment including reservation for various categories, are done as per the Presidential directives and guidelines of Government of India. BCPL has relaxed its job specifications in the past for various posts i.e. executive and non-executives cadres with regards to age, percentage of marks etc. in order to give opportunity to local people to apply in BCPL. While 23 executives and 26 non- executives in BCPL are from Dibrugarh, about 68% of total employees of BCPL are from the state of Assam. The contractors engage 100% local people including Project Affected Persons under unskilled category in different contract jobs.

(c) to (d): Gas Authority of India Limited under their Corporate Social Responsibility programme for 2013-14 has tied up with Central Institute of Plastic Engineering & Technology (CIPET) for skill development of the local unemployed youths linked with downstream industries of BCPL. CIPET also operates three centres in the North - East with the objective to develop skilled manpower for the plastics and allied industries through various short term and long term training programmes.
