Question : CONSTRUCTION OF STADIUMS



(a) whether the Government proposes to bring a new Sports Policy/revise existing National Sports Policy to improve the performance of the country in international sporting events;

(b) if so, the details thereof;

(c) whether the Government also proposes to construct sports stadium/ sports complex of international standard in various parts of the country including Bihar and also to upgrade indoor/outdoor stadium set up in Jammu & Kashmir;

(d) if so, the details thereof and the number of proposals received from the States in this regard along with the action taken, State/UT-wise; and

(e) the criteria adopted for construction of sports stadium/complex in the country and the details of sports facilities provided to sports persons at district level for promotion of sports in the country?

(a) & (b) No Madam. There is no proposal to bring a new Sports Policy or to revise the existing Sports Policy, 2001, as the existing policy is sufficient to achieve the goals of both mass participation in sports and promotion of excellence in sports.

(c) & (d) There is no proposal of the Ministry of Youth Affairs & Sports to construct sports stadium/ sports complex of international standard in various parts of the country including Bihar. There is a proposal for development of sports infrastructure facilities in Jammu & Kashmir. However, the proposal is in a conceptual stage and hence it would not be possible to furnish further details at this juncture.

(e) No scheme is being implemented by the Government for construction of sports stadia in the country. However, the Ministry of Youth Affairs & Sports is implementing a Centrally Sponsored Scheme for development of sports, namely, Rajiv Gandhi Khel Abhiyan (RGKA) scheme, under which construction of sports complex is to be undertaken in each block of the country, both for outdoor and indoor sports disciplines, on land measuring about six - seven acres at a cost of Rs. 80 lakh each (Total Rs. 1.60 crore). There is also provision of Rs. 15 lakh for sports equipment to be provided by Ministry of Youth Affairs and Sports. Further details about the RGKA Scheme are given at Annexure – I.
