Question : Skill Development Trining Under PMKVY in Bihar

(a) the number of such male and female persons nominated from Bihar for skill development training under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) during the last three year;

(b) the number of such youth in the State who have got employment or job after receiving the said skill training during the last three years;

(c) the total amount of funds allocated and spent for the said programme during the last three years;

(d) whether the Government proposes to establish Skill Development Training Centres in West Champaran district of Bihar;

(e) if so, the details thereof; and

(f) if not, the reasons therefor?

(a) Under Skill India Mission, Ministry is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) to impart skill development training to youth of the country, including the State of Bihar. Under PMKVY, in the last three years (i.e. 2018-21), 3,90,246 candidates have been enrolled for training/orientation in the State of Bihar, of which 2,51,696 are male and 1,38,543 are female.

(b) PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). Under PMKVY, placement opportunities are being provided to STT certified candidates, while RPL does not mandate placements as it recognizes the existing skills of candidate. Under PMKVY-STT, in the last three years (i.e. 2018-21), 81,285 candidates (Male: 50,659; Female: 30,626) have been placed in the State of Bihar.

(c) Under Central component of PMKVY, there is no State-wise allocation; however, Rs. 226.83 crore was disbursed to training centres in the State of Bihar in the last three years (i.e. 2018-21) for the implementation of the scheme.

Under State component of PMKVY, funds and corresponding physical targets have been allocated State-wise. For the State of Bihar, Rs. 128.65 crore was allocated under PMKVY. Out of which, Rs. 36.82 crore is released till now. As per data received from State of Bihar, out of total released funds (Rs. 36.82 crore), Rs. 2.38 crore have been spent till date.

(d) Ministry promotes establishment of model and aspirational skill centres known as Pradhan Mantri Kaushal Kendra (PMKK) in every district for imparting skill training in Public Private Partnership (PPP) mode throughout the country, including districts of State of Bihar. As on 21.11.2021, 48 PMKKs have been established in 38 districts of State of Bihar, including West Champaran district. PMKK in the West Champaran district of Bihar has been already established by ADS Skill Private Limited.
