Question : Diversion of Funds

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether the Union Government has recently issued directives to the State governments/UTs against diverting urban development funds meant for improving urban infrastructure and if so, the details thereof;
(b) the details of the funds released to various States/UTs for development of urban infrastructure, scheme and programme-wise during 2014-15 and 2015-16, State/UT-wise;
(c) the reports received by the Union Government about misuse of funds by State Governments/UTs during the last two years; and
(d) the action contemplated by the Union Government on such misuse of funds by the State Governments/UTs?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO 147 REGARDING ‘DIVERSION OF FUNDS’ FOR ANSWER ON 27 JULY, 2016

(a) The Government provides assistance to States/Union Territories(UTs) for Urban Development in the form of Central Assistance under various Schemes/Programmes and Missions. The individual guidelines and schemes instructions contain the provisions against diverting funds meant for that scheme towards any other purpose.

(b) Details of the funds released to the States/UTs for development of urban infrastructure are in Annexure.

(c) No report of misuse of funds released for development of urban infrastructure has been received by the Government.
(d) Does not arise.
