Question : FOODGRAINS FOR DROUGHT AFFECTED STATES



(a) whether any additional allocation of foodgrains has been made for Above Poverty Line category under the Targeted Public Distribution System in drought affected States;

(b) if so, the details thereof for each of the last three years, State-wise;

(c) if not, the reasons therefor;

(d) whether any effective scheme has been formulated or proposed to be formulated for drought affected States for ensuring food security;

(c) if so, the details thereof; and

(f) if not, the reasons therefor?

(a) to (f): Allocations of foodgrains are made under Targeted Public Distribution System (TPDS) to States/UTs for Above Poverty Line (APL) families on the basis of availability of foodgrains in the Central Pool and past offtake.

The Government also makes additional allocations of foodgrains, over and above normal allocations under the TPDS in cases of natural calamities like drought, floods, cyclones, etc. on the basis of requests received from State/UT Governments/assessment made by Central Government.

During 2007-08, a one time allocation of 18,800 tons of rice was made to Assam as drought relief for APL category in the month of May 2007. During 2008-09, no such allocation was made. During 2009-10, allocation of 52,080 tons of rice and 2,13,309 tons of wheat per month was made to 12 States for October to December 2009 as per Annex. These allocations were continued in respect of 9 States as per details in the Annex for January to May 2010.
