(a) the details of the on going programmes for promoting Small Scale Industries and Agro Industries in rural and backward areas in the country to check migration of unemployed rural people, State-wise especially Gujarat; and
(b) the details of financial allocation made for the purpose during the last three years, State-wise alongwith the extent to which the allocation has been utilised during the period?

(a) For the promotion of Small Scale Industries & Agro Industries in rural and backward areas throughout the country including Gujarat, inter alia, to check migration of unemployed rural people, Government is implementing various Schemes/programmes viz. Prime Minister`s Rozgar Yojana (PMRY) for setting up micro enterprises, Integrated Infrastructural Development (IID) Scheme, Entrepreneurial & Managerial Training Programmes and Technical Skill Development through Small Industries Service Institutes (SISIs) and Tool Rooms etc. National Programme for Rural Industrialisation (NPRI) has been launched to promote clusters of small scale units in rural areas. The National Small Industries Corporation (NSIC) helps in supplying indigenous and imported machines on easy hire purchase terms, assists in marketing and export, develops prototype of machines and imparts training. Similarly, Khadi and Village Industries Corporation (KVIC) plans, promotes, organises and assists in implementation of various programmes for the development of Khadi and Village Industries, viz. Rural Employment Generation Programme, Margin Money Scheme, etc.
(b) During the years 1997-98 and 1998-99, the Ministry of SSI & ARI incurred expenditure of Rs. 735.10 crore and Rs. 708.30 crore respectively for the development and promotion of Small and Cottage Industries of the entire country. The estimated expenditure for the year 1999-2000 is Rs. 640.00 crore. Funds for promotion of Small Scale Industries are released scheme-wise and are not allocated State-wise.
