Question : Allocation and Utilisation of Funds under SBM-U

a) the quantum of funds allocated under Swachh Bharat Mission-Urban (SBM-U) scheme during the last three years, State-wise;

(b) the funds released, State-wise including Maharashtra thereunder during the last three years;

(c) the funds spent/unspent, State-wise under the above scheme; and

(d) whether the Government has achieved the desired objectives of the scheme ?

(a)and (b): Allocation of funds under Swachh Bharat Mission-Urban (SBM-U) to State Governments and Union Territories (UTs) is done for the entire Mission Period (2014-2019) and not for individual financial year separately. Accordingly, the allocation of funds, State/UT-wise for the entire Mission Period and release of funds for the last three years has been given at Annexure-I.

(c) : State/UT-wise details of Utilisation Certificate (UC) due and received, including the State of Maharashtra, is at Annexure-II.

(d) : SBM-U, inter alia, has two prime objectives, namely, to achieve 100 per cent Open Defecation Free (ODF) status and 100 per cent scientific processing of the Municipal Solid Waste (MSW) being generated in the country. At present, all 35 States and Union Territories, except for 52 Urban Local Bodies (ULBs) of West Bengal, have been declared as ODF. The Door-to-Door (DtD) collection of MSW is being practised in 96% and source segregation in 74% of 84,475 wards in the country. Further, out of 1,48,945 Tonnes Per Day (TPD) waste generated per day, 60% (i.e., 89,367 TPD) is being scientifically processed.
