Question : BPL Families

(a) the number of Below Poverty Line (BPL) families in the country, especially in Uttar Pradesh;

(b) whether the Government has ensured that they have BPL card and are getting the facilities provided by the Government;

(c) if not, the number of families which are not getting BPL Card facility and the reasons therefor;

(d) whether the Government is aware that some families, which are not eligible, are also largely included in the list of BPL families and if so, the details thereof;

(e) the criteria for identifying BPL families; and

(f) whether the Government has any plan for resurvey of BPL families in the country and if so, the details thereof?

(a) to (e) While the estimation of poverty using poverty line had been done by the erstwhile Planning Commission (now NITI Ayog), the Ministry of Rural Development had been conducting Below Poverty Line (BPL) Census to identify the poor households in the rural areas, who could be the potential beneficiaries under various programmes of the Government of India. The first BPL Census was conducted in 1992 for the Eighth Five Year Plan. Subsequently, BPL census was conducted in 1997, for the Ninth Five Year Plan and in 2002 for the Tenth Five Year Plan period.
After 2002 BPL Survey, recognizing the multi-dimensional nature of poverty, Socio Economic and Caste Census 2011 (SECC 2011) was conducted in association with the States/UTs under technical and financial support from the Government of India. SECC-2011 provides data of households on various aspects of their socio-economic status viz., housing, land-holding/landlessness, educational status, status of women, the differently abled, occupation, possession of assets, scheduled caste/ scheduled tribe (SC/ST) households, income, etc. The beneficiaries under several schemes of Government of India as well as many state governments are selected based on the (i) “automatically excluded households”, (ii) “automatically included households” and (iii) “deprived households” data of SECC-2011.The State/Union Territory– wise numbers of rural households in the said three categories are given at Annexure-1.

(f) There is no plan for resurvey of BPL families.
