(a) whether State Level Committee/Central organisations have submitted project proposals under Pradhan Mantri Jan Vikas Karyakram (PMJVK) to strengthen the educational, health care and Skill Development infrastructure in Kerala;
(b) if so, the details thereof including both gap filling and innovative projects completed;
(c) whether the empowered committee has evaluated the performance of minority concentrated areas in Kerala; and
(d) if so, the details including key findings thereof?

(a) to (d) The Pradhan Mantri Jan Vikas Karyakram (PMJVK), a Centrally Sponsored Scheme is implemented in 1300 identified Minority Concentration Areas (MCAs) of the Country with the objective to develop socio-economic assets and basic amenities in these areas. The areas covered under PMJVK have been increased from 90 Districts originally to 308 Districts in 33 States/ UTs. The MCAs include 109 Minority Concentration District Headquarters (MCD Hqrs) added for the first time, 870 Minority Concentration Blocks (MCBs) and 321 Minority Concentration Towns (MCTs). The MCAs have been identified on the basis of concentration of minority population, and backwardness in terms of socio-economic or basic amenity parameters as compared to national average. Priority sectors under the scheme are education, health, skill development and women centric projects. Projects under PMJVK are implemented by States/ UTs/ Central Government Organizations as per the need of the identified MCAs.
Under Pradhan Mantri Jan Vikas Karyakram (PMJVK), project proposals are received from the State Governments/UT Administrations after the same are considered by the Block Level Committee (BLC), District Level Committee (DLC) and recommended by State Level Committee (SLC). The Central Government Organisations through their concerned Department/ Ministry send the projects to this Ministry.

A total of 2179 projects amounting to Rs. 29887.35 lakh have been approved under PMJVK in the State of Kerala since inception which includes Additional Class Rooms (ACRs), ACR Block, Common Service Centres, Drinking Water Facilities, Hostel, Hunar Hubs, Health Related Projects, ITIs, Toilets, School Building, Skill Centres, Smart Class Rooms, Working Women Hostel, etc.

Also, 2 Hostels for Central University, Kerala amounting to Rs. 3822.67 lakh in Kassargod, 2 Hostels for Aligarh Muslim University amounting to Rs. 4915 lakh in Malappuram, 11 Smart Class Rooms for Jawahar Navodaya Vidyalaya amounting to Rs.33.55 lakh in Malappuram and 163 Smart Class Rooms for Kendriya Vidyalaya amounting to Rs. 736.23 lakh in Waynad, Kassargod, Kottayam, Alapuzha, Kollam, Kannur, Kozhikode and Palakkad have been approved under PMJVK scheme in the State of Kerala.

Under the PMJVK scheme, after 2014-15, 49,022 (Forty Nine Thousand and Twenty Two) major projects amounting to Rs.10048.12 Crore (Rupees Ten Thousand Forty Eight Crore and Twelve Lakh) has been sanctioned compared to 31,329 (Thirty One Thousand Three Hundred and Twenty Nine) major projects amounting to Rs.3410.87 Crore (Rupees Three Thousand Four Hundred Ten Crore and Eighty Seven Lakh) before 2014-15.
The Empowered Committee (EC) of the Pradhan Mantri Jan Vikas Karyakram (PMJVK) regularly reviews the progress of the Scheme with the States. The Empowered Committee, during its 33rd Meeting held on 24.08.2021 extensively reviewed the progress of implementation of the Scheme in the MCAs of Kerala.
