(a): No, Madam.
(b): Universities including Private Universities can be set up either by an Act of
State Legislature or by an Act of Parliament. All Private Universities in the country
so far have been set up by the Acts of State Legislatures. However, Private Universities
are regulated by the University Grants Commission (UGC) as per the provisions contained
in the UGC (Establishment of and Maintenance of Standards in Private Universities)
Regulations, 2003. These Regulations are available on the UGC website www.ugc.ac.in.
