Question : Poor Quality of Training

(a) whether out of 17.58 lakh persons skilled, only 82,000 have been placed so far and if so, the reasons for low placement numbers along with the average cost of training for these candidates;

(b) whether due to poor quality of training imparted to some trainees, they have not been able to complete and receive certificate of training, if so, the measures taken to remedy this;

(c) whether a large number of Trainee Partners (TPs) have failed to perform and have swindled away resources in the name of training and Government has failed to take suitable action for imparting poor quality training by them; and

(d) if so, the details thereof?

Answer given by the minister

(a) Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since inception, as on 01.02.2018, 44.13 lakh (appx.) candidates have been trained (29.91 lakh STT + 7.82 lakh RPL) / undergoing training (6.4 lakh appx.) under Short Term Training and Recognition of Prior Learning.

Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2015-16, it was not mandatory for Training providers to report employment data. However, as per the data reported on Skill Development Management System (SDMS), out of total 19.8 lakh trained candidates under PMKVY 2015-16, 2.6 lakh candidates have been provided with the placement offers. Under PMKVY 2016-20, which started from 2nd October 2016 onwards, placement tracking is mandatory. The placement data is reported within 90 days of certification of trained candidate. As per data reported on SDMS, as on 01.02.2018, out of 11.8 lakh trained candidates under PMKVY 2016-20, 7.9 lakh candidates are certified. Out of the certified candidates, 2.8 lakh candidates have been placed in various sectors across the country.

(b) to (d) Under PMKVY 2016-20, focus on quality of training is significantly enhanced. All accreditation is done by an online portal SMART with inspections done by an independent third party assessment agency. Adding to the improved accreditation process MSDE has initiated a process of continuous monitoring through various channels and mandatory re-accreditation every year. The targets are being assigned to the TCs with a provision for periodic review. The target allocation is based on the Stars assigned to the TC by the Centre Accreditation and Affiliation Committee. The grading is linked to quality of training, infrastructure availability, training capacity, past performance, geographical location and other relevant parameters. Various IT interventions such as Direct Benefit Transfer, Aadhaar linkage of trainers and trainees, Aadhar enabled biometric attendance of candidate and trainers, maintaining of all MIS through SDMS portal to check duplication of candidates, etc., have been ensured.

As per PMKVY (2016-20) guidelines only first level franchising was allowed with lower priority with plan to gradually phase it out. However, in the course of implementation of the scheme it was found out that franchisee centers comprised of around 50% of the centers under the scheme. During monitoring visits, it was observed the compliance to scheme guidelines was significantly lower in case of franchisee centers as compared to Training Provider Owned centers. In view of this Ministry provided a pathway for all franchisees to become Training Providers, thus converting franchisee centers under PMKVY into Training Provider Owned centers. Further, no new franchising centre are allowed under the scheme.
