Question : Construction of Kailash Bhavan

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether the Government has received any representation from public representatives to construct a “Kailash Bhavan” in Delhi for the pilgrims going to Kailash Mansarovar Yatra;

(b) if so, the details thereof;

(c) whether the Government has examined the request; and

(d) if so, the details thereof and the response of the Government thereto?

(a) to (d): Delhi Development Authority (DDA) has informed that during 2013, a request was received from Kailash Mansarovar Seva Samiti (KMSS), Delhi for construction of Kailash Bhavan in Delhi, which was regretted as DDA only allots vacant land under religious category after fulfillment of codal formalities and it does not construct any building for religious activities. Ministry of External Affairs (MEA) have informed that in 2014 the Delhi Teerth Yatra Vikas Samiti (DTYVS) had suggested construction of accommodation or ‘Kailash Bhavan’ in Delhi for the benefit of Yatris in anticipation of large increase in number of Yatris with the opening of the second route via Nathu La Pass. MEA has further informed that the Government of National Capital Territory of Delhi (GNCTD) has provided adequate accommodation and facilities for Yatris of both the routes during the years 2015 and 2016 and that the construction of Kailash Bhavan is a subject matter related to GNCTD.
