Question : Setting up of Textile Industrial Hub

(a) whether the Government proposes to set up textile industrial hub/centre/ cotton processing mills in the country;

(b) if so, the details thereof including any central scheme/assistance being provided for setting up textile mills/centre;

(c) The details of growth of textile sector during the last three years and the current year along with the steps taken to increase the growth in the next few years;

(d) whether the representatives/ stakeholders of the textile industry have expressed their problems and suggested new measures to revive the textile industry;

(e) if so, the measures suggested by the various stakeholders along with follow up action taken/ being taken by the Government in this regard; and

(f) whether the Government proposes to set up new textile colleges in the country including Tamil Nadu and Maharashtra and if so, the details thereof?

(a) & (b): The Government has approved scheme of Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA) Parks to set up 7 textile parks at Greenfield/Brownfield sites with an outlay of Rs. 4,445 crore. These parks will enable the textile industry to become globally competitive, attract large investment and boost employment generation. In addition, Government has also approved the Production Linked Incentive (PLI) Scheme for Textiles, with an approved outlay of Rs 10,683 crore, to promote production of MMF Apparel, MMF Fabrics and Products of Technical Textiles in the country to enable Textile sector to achieve size and scale and to become competitive.

(c): The exports of Textiles & Apparel were USD 33.38 billion in 2019-20 and same has increased to USD 42.35 billion in 2021-22. The Compound Annual Growth Rate (CAGR) in exports from 2019-20 to 2021-22 is approx. 13%. The details of product-wise export of Textile & Apparel are at Annexure.

The Government has taken following major initiatives/ measures in textile sector to boost exports, production, sales, demand and increase employment generation in the sector on pan-India basis:
i) The scheme of Rebate of State and central Taxes and Levies (RoSCTL) effective from March 2019 has been continued till 31st March 2024 for Exports of Apparel / Garments and made-ups. Continuation of RoSCTL for apparel/ garment and made-ups is expected to make these products globally competitive by rebating all embedded state and central taxes and levies.

ii) Government has allocated an outlay of Rs 1,480 Cr for the National Technical Textiles Mission to promote and develop technical textiles sector in India. The fund allotted is for research and development both fundamental and applied research in technical textile sector , increasing penetration level of technical textiles through promotion and market development activities and to create skilled and educated manpower in the field of technical textiles. Research topics covering; speciality fibres and composites, geotextiles, agro textiles, protective textiles, medical textiles, defence textiles, sports textiles, and environment friendly textiles have been identified and research proposals have been invited. As on date 31 research projects of value Rs 108 Cr have been already approved. More than 70 projects have been received and under examination. R&D in the area of development of technical textiles machinery and equipments is also envisaged. Government has also finanlized guidelines to create an education ecosystem of technical textiles in various educational institutes to strengthen the labortary infrastructure and training of trainers in the field of technical textiles
(d) & (e): Government continuously engage in consultation with stakeholders and based on such consultations, Government has launched new schemes viz. Production Linked Incentive (PLI) Scheme for Textiles and Pradhan Mantri Mega Integrated Textile Region and Apparel (PM MITRA).

(f): No, Sir. However, National Institute of Fashion Technology (NIFT), Mumbai & NIFT, Chennai are already functional in states of Maharashtra and Tamil Nadu respectively.
