Question : Funds for Samagra Shiksha

(a) whether the Government had released only 57 percent of the approved fund for Samagra Shiksha Abhiyan (SSA) by December 15, 2019;
(b) if so, the reasons therefor;
(c) whether the pace of release was slower in contrast to 2018-19 when 95 percent of funds were released over the first three quarters, if so, the reasons for the delay;
(d) whether it is true that Karnataka has spent the highest by disbursing 32 per cent of their approved budgets, but the slow release of funds has also affected State spending; and
(e) if so, the steps proposed to be taken by the Government to makeup for the delay?

(a) to (c): Under Samagra Shiksha funds are allocated to the States and UTs on the basis of detailed evaluation and appraisal of each activity proposed in their annual plan and released on the basis of Audited Accounts, Utilization Certificate, physical progress, Expenditure Statement and other documents as prescribed under guidelines of Samagra Shiksha Financial Management & Procurement (FMP) Manual. The total releases to the States/UTs under Samagra Shiksha as on 31.12.2018 (2018-19) was 64.21% whereas on 31.12.2019 (2019-20) it was 69.53% of the Budget estimates.
(d) to (e) The status of funds released to the State of Karnataka and expenditure incurred by Government of Karnataka during the first three quarters in 2018-19 and 2019-20 (as on 31st December) is given below:
