Question : Modernization of Post Offices

(a) the status of modernization/upgradation of the Post Offices particularly in rural areas, State/UT-wise;

(b) the new scope of activities assigned to the Post Offices under the modernization process;

(c) the total investment make in the said modernization project during each of the last three years and the current year, States/UTs-wise;

(d) the number of saving accounts of girl child opened in post offices under Beti Bachao, Beti Padhao scheme during each of the last three years and the current year, States/UTs-wise; and

(e) the other facilities proposed to be provided to the girl child under the aforesaid scheme?

(a) Under the Information Technology Project, the Department of Posts has modernized the Post Offices to provide better delivery of services. These include :

i) All the 25487 Departmental Post Offices are computerized. Moreover, 129076 Branch Post Offices are provided with SIM based Handheld Devices to provide networked services to the rural population under Digital Advancement of Rural Post Office for A New India (DARPAN) Project. State/UT- wise number of Post Offices rolled out under DARPAN is annexed as Annexure-I

(b) The new scope of activities assigned to the Post Offices under the modernization process are as under:-

i) Network connectivity has been provided to Departmental Post Offices through a single Wide Area Network (WAN). As on 29.02.20, 27362 locations including administrative and mail offices are operating in the WAN system.
ii) Core Banking and Core Insurance services have been implemented in Post offices. As on 04.02.2020, 23783 Post offices have been migrated to Core Banking Solutions. The details are annexed as Annexure-II. This provides multiple service delivery channels through internet banking, ATM, Interactive Voice Response System (IVRS) and SMS among others. 997 ATMs have been installed which are inter-operable.
iii) Core System Integrator (CSI) project has been implemented for providing solutions for Mail Operations, Retail Products, Logistics and Human Resources.
iv) Mobile App based delivery has been introduced to provide real time delivery information. Postmen have been provided with smartphones.
v) Department has introduced electronic clearance of letter boxes through a mobile based ‘Nanyatha’ App to provide for a mechanism to check the clearance of letter boxes.
vi) Online Track and Trace system for Speed Post is provided for real time tracking.
vii) Short Messaging Service (SMS) is utilized for giving the delivery status of an article to the customer.
viii) Dynamic Queue Management System (DQMS) has been implemented in the Post Offices having six or more than six counters.

(c ) The total expenditure incurred on IT Modernization Project in the last three years and current year is as under.

The IT Modernization Project has been implemented centrally by the Department through a central server based technology pan India and hence State/UT wise expenditure is not applicable.

(d) 82,19,146 ‘Sukanya Samriddhi Account’ of girl child were opened in post offices under Beti Bachao, Beti Padhao scheme during last three years and current year. Postal Circle wise details are annexed as Annexure-III.

(e) At present, no other facilities is proposed to be provided to the girl child under the aforesaid scheme.
