(a): No such data is available regarding increase in involvement/share of the Corporate Sector in medical industry/services in the country.
(b) Government of India has notified Clinical Establishments Act, 2010 and Clinical Establishments (central Government) Rules, 2012 thereunder for registration and regulation of Clinical Establishments in the States/UTs wherever the Act is applicable.
As per Clause 9 of Clinical Establishments (central Government) Rules, 2012, for registration and continuation, every clinical establishments, among others, shall also fulfill the following conditions:
a. Display the rates charged for each type of service provided and facilities available, for the benefit of the patients at a conspicuous place in the local as well as in English language.
b. Shall charge the rates for each type of procedures and services within the range of rates determined and issued by the Central Government from time to time, in consultation with the State Governments
For this purpose National Council as provided under the Act has approved a list of medical procedures and template of costing of procedures and based on these, the implementing states/UTs have been requested to determine the standard cost of medical procedures taking also the local factors into account.
c. Shall ensure compliance of the Standard Treatment Guidelines as may be determined and issued by the Central Government or the State Government as the case may be, from time to time. As on date Clinical Establishments Act is applicable in 11 States and 6 Union Territories namely Arunachal Pradesh, Assam, Bihar, Himachal Pradesh, Jharkhand, Mizoram, Rajasthan, Sikkim, Uttar Pradesh, Uttarakhand, Haryana, Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, Lakshadweep, Jammu and Kashmir, Ladakh and Puducherry However, the implementation of the Act is within the remit of respective State/UT Government.
(c) Number of Cath Labs in the country is not maintained Centrally.
(d): Health being a State subject, no such proposal is under consideration of the Central Government.
(e) & (f): There is no such proposal.
