Question : RGPSY

(a) the main reasons for wide gap in the funds sanctioned and released under Rajiv Gandhi Panchayat Sashaktikaran Yojana (RGPSY) during the past two years and the current year;
(b) the details of performance of RGPSY in various States including Rajasthan during the said period, State-wise and year-wise;
(c) the details of the actual targets fixed and achieved during the said period, year-wise and State-wise; and
(d) the extent to which Rajiv Gandhi Panchayat Sashaktikaran Yojana (RGPSY) has been helpful in increasing the capacity building?

Answer given by the minister

(a) The scheme of Rajiv Gandhi Panchayat Shashaktikaran Abhiyan (RGPSA) which had been implemented during 2012-13 upto 2015-16 was demand driven in nature, and involved multi dimensional activities. Funds under RGPSA had been sanctioned on the basis of annual plan proposals of States as approved by the Central Executive Committee (CEC) of RGPSA. Releases were to be normally made in two instalments, with the first instalment being 50% of the sanctioned amount after deducting the unspent balance available with the State, utilization certificate and financial and audit reports furnished etc., States that had high unspent balances and had not provided utilization certificates etc were eligible for smaller releases.

(b) & (c) Since, RGPSA was a demand driven scheme, there were no pre-set targets. The financial and physical achievement of States/ UTs including Rajasthan during last two years under RGPSA and in current year under Rashtriya Gram Swaraj Abhiyan ( RGSA) is given in Annexure-I & II.



(d) Under RGPSA, States had taken up Capacity Building & Training of stakeholders on a large scale, including e-enablement, and resource centres have been set up, thereby increasing the capacity of Panchayati Raj Institutions
