Question : Malaria Cases

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether as per the World Malaria Report, India has made significant progress in reduction of malaria cases to bring it down by 24 per cent in 2016-17 and if so, the details thereof;

(b) whether the death cases due to malaria have also come down from 194 in 2017 to 29 in 2018 till September and if so, the details thereof along with the number of deaths reported so far till May, 2019;

(c) whether the Government has identified the vulnerable districts where malaria cases are mostly reported in the year 2019 so far;

(d) if so, whether the Government has chalked out a plan to concentrate on the said districts for reduction of malaria in these States in particular and in the country in general; and

(e) if so, the steps taken or being taken by the Government in this regard?

(a): Yes, the World Malaria Report (WMR) 2018 has reported a significant drop of 24% in malaria cases in India in 2017 as compared to 2016.

(b): Yes, the death cases due to malaria have come down from 194 in 2017 to 29 in 2018 (till September). Deaths reported due to malaria have further dropped to 96 in 2018 (till December) which is a decline of 50.5%. In 2019 (till May), 13 deaths have been reported. A statement containing details of State/Union Territory wise deaths for the last 3 years (up to May, 2019) is at Annexure-I.

(c) to (e): District-wise malaria positive cases reported from States/Union Territories (UTs) (upto April, 2019) is at Annexure-II.

As per the National Framework for Malaria Elimination (NFME) (2016-2030) and National Strategic Plan (NSP), 2017-22, the entire country has been categorised based on the endemicity of malaria.(Annual Parasitic Incidence (API) i.e. number of malaria cases reported per 1000 population per year). Details of district wise categorization and the plan for malaria elimination are at Annexure –III.

In sync with NFME (2016-2030, the NSP for the period 2017 - 22 provides for district - based planning,

Implementation and monitoring. Strategies laid down are as follows:
• Early diagnosis and complete treatment
• Case based surveillance and rapid response
• Integrated Vector Management (Indoor Residual Spray, Long Lasting Insecticidal Nets/Insecticide-Treated Nets, Larval Source Management )
• Epidemic Preparedness and Early Response
• Monitoring & Evaluation
• Advocacy, Coordination and Partnerships
• Behaviour Change Communication (BCC) and Community Mobilization
• Programme Planning and Management
