Question : National Master Plan for Manufacturing Clusters

(a) whether the Government proposes to devise a National Master Plan for the manufacturing clusters in the country and if so, the details thereof including its main aims and objectives;

(b) whether the Government has set up a Committee to finalise a comprehensive Master Plan in this regard and if so, the details thereof along with the time by which the Committee is likely to submit its report to the Government;

(c) whether the Government is also assessing the big projects including the Sagarmala and the upcoming industrial corridor projects to ensure their synchronization with this Master Plan and if so, the details thereof; and

(d) the other steps taken/being taken by the Government to promote manufacturing sector under the ''Make in India'' for creating millions of jobs in the country?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 351 FOR ANSWER ON 27TH MARCH, 2017.


(a): Government is preparing a National Master Plan for Manufacturing Clusters. As a first step, a Portal containing GIS enabled Industrial Information System containing availability of industrial infrastructure and demand for the same is being developed. The Plan aims to bring about convergence in development of industrial areas by the Central Government and State Governments so as to inter alia bring about optimal utilization of resources.

(b): No, Madam. This exercise undertaken by the Department of Industrial Policy and Promotion is being coordinated by NITI Aayog. Inputs from Central Government Ministries and State Governments are being taken for formulation of the Plan and development of the Portal.

(c): The National Master Plan for Manufacturing Clusters intends to cover the database and GIS mapping of industrial clusters, zones, corridors, areas, parks etc. developed under various schemes of Central Government and State Governments.

(d): Under Make in India initiative, thrust sectors have been identified to promote manufacturing in India. A number of measures have been taken, including liberal FDI Policy, measures to improve Ease of Doing Business, setting up of Investor Facilitation Cell, and facilitating creation of industrial infrastructure across the country under various schemes.
