Question : Green India Mission

(a) the details of forest areas in the country where Green India Mission is being implemented at present;
(b) the criteria/guidelines laid down for the selection of topographical areas under the said Mission;
(c) the funds allocated and utilised under the said Mission during the last one year and the current year, State-wise;
(d) the details of proposals/schemes received from various States by the Government in the current year and the status of such proposals along with the time by which a final decision is likely to be taken thereon, State-wise; and

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 293 BY SHRI KRUPAL BALAJI TUMANE AND SHRIMATI REKHA VERMA REGARDING ‘GREEN INDIA MISSION’ DUE FOR REPLY ON 06.12.2016

(a) The National Mission for a Green India (GIM) has a target of increasing forest/tree cover to the extent of 5 million hectares (mha) and to improving quality of forest/tree cover of another 5 mha of forest/non forest land.
At present the GIM has been implemented to cover 30,072 hectares under plantation and 23,280 hectares under advance work. State-wise details of the same are annexed.

(b) The Mission has adopted a landscape approach to identify large contiguous areas of forest and non forests land. The operational units like micro watersheds and villages/hamlets are taken up for implementation. Criteria for identification of landscapes include projected vulnerability of forests to climate change, status of forest cover, significant biodiversity and other ecosystem values, critical habitats, corridors and potential of area for carbon sink. Overlays of socio-economic criteria like poverty and ethnicity (tribal/non-tribal) further helps prioritisation of project area within the potential landscapes.

(c) During the financial year 2015-16, against an allocation of Rs. 70.25 crores, Rs. 70.09 crores was released to the seven States as grants- in -aid under the National Mission for a Green India (GIM). Similarly, during the current financial year, against an allocation of Rs. 43.25 crores, Rs. 30.59 crores has been released to five States. State–wise detail of the same are annexed.

(d) During the current financial year, the Government has received Perspective Plans from three States namely; Bihar, Madhya Pradesh and Jammu & Kashmir. Sanctions are accorded to such plans on the basis of resources available to meet the requirement as well the committed liability of creation and maintenance of plantations.
