Question : Cancellation of Application of Universities

(a) whether University Grants Commission (UGC) has issued any guidelines for affiliation of universities and colleges in the country and if so, the details thereof ;
(b) whether the Government/UGC has cancelled the affiliation of several universities and if so, the details thereof and the reasons therefor, university-wise and State-wise including Karnataka State Open University (KSOU);
(c) whether the Government/UGC has received any complaints regarding alleged mismanagement of funds in execution of work and nepotism and if so, the details thereof and the action taken by the Government/UGC on the matter, university-wise including Tejpur University; and
(d) whether the Government is aware that the students of such universities are suffering due to violation of norms by the University like KSOU and if so, the steps being taken to protect the academic future of the students of such universities?

(a) The concept of affiliation is related to award of Degrees by the affiliating University and is relevant for colleges; not Universities and Deemed to be Universities. Colleges require affiliation with a University in accordance with the UGC (Affiliation of colleges by Universities) Regulations. These Regulations are available at http://www.ugc.ac.in/page/UGC-Regulations.aspx .
For offering certain programmes, Universities require prior approval of the UGC and not affiliation. Due to certain developments in the distance education sector, the UGC accords annual recognitions to Universities for offering distance education programmes, in conformity with the norms, guidelines and directives of the erstwhile Distance Education Council (DEC) and the decisions taken in the Commission.
(b) Yes, Madam. The UGC has informed that it has cancelled the recognitions of 31 Universities and Colleges for offering Distance Education courses during 2015-16. The State/UT wise and University list is at Annexure-I.
(c): Yes, Madam. The UGC has informed that there are some complaints of corruption for misuse of Government grants and other misdemeanours against some Heads of the Central Educational Institutions. The details of the complaints are at Annexure II. The UGC has further informed that it has not received any complaint in respect of Tezpur University.
(d) Yes, Madam. To alert the students and the public in general, regarding distance education, the UGC had issued various public notices about the norms and guidelines of such mode of education. The UGC has informed that efforts are made to alert the students about misleading advertisements of universities and malpractices adopted by the universities. Besides this, the details of universities and institutions approved to offer education through distance mode along with the recognized programmes and period of recognition is displayed on UGC website. The UGC has informed that in the case of Karnataka State Open University, Mysore, a specific public notice was issued and the matter was also taken up with the State Government.
