Question : MoU between RLDA and DRP

(a) whether any Memorandum of Understanding (MoU) has been signed by Railway Land Development Authority (RLDA) and Dharavi Redevelopment Project (DRP/SRA) to transfer 45 acres of Railway Land for Dharavi Redevelopment Project;

(b) if so, the details thereof and whether DRP/SRA has provided any amount to RLDA according to MoU and if so, the details thereof;

(c) the latest position of the said proposal and the time by which it is likely to be approved;

(d) whether the operational land can be transferred within 30 days of signing of MoU and the reasons for 45 acres of land not being transferred to DRP/SRA despite above payment and the subsequent action thereon; and

(e) the time by which the open land and operational land will be given to DRP/SRA?

(a) and (b): Yes, Sir. A Memorandum of Understanding (MoU) has been signed on 03.03.2019 between Rail Land Development Authority


(RLDA) and Dharavi Redevelopment Project/Slum Rehabilitation Authority (DRP/SRA) (setup by Govt. of Maharashtra) for joint redevelopment of land parcels at Matunga. Under this MoU, DRP/SRA is required to redevelop Railway Quarters and Service Buildings etc. at Matunga integrated with redevelopment of Dharavi area on a pre- defined revenue sharing basis between Government of Maharashtra (DRP/SRA) and Indian Railways (RLDA). Further, DRP/SRA has provided `800 Cr. as 1st installment of upfront payment.

(c) to (e): In terms of MoU, handing over of Railway’s land parcel at Matunga is to be facilitated on transfer of `800 Cr by DRP/SRA and signing of Definitive Agreement between DRP/SRA and RLDA. The Definitive Agreement as prepared by RLDA has been shared with DRP-SRA for finalization. Railway land at Matunga will be handed over after signing of Definitive Agreement between RLDA and DRP/SRA.
