(a) to (e): A statement is laid on the Table of the House.
Statement referred to in reply to Parts (a) to (e) of Lok Sabha Starred Question No. 589 for answer on 07.05.2015.
(a): The handicraft artisans generally operate from their houses and as such these small units are not required to be registered. It is estimated that 68.86 lakhs artisans practise handicrafts through-out the country. However, some bigger units manufacturing exportable handicrafts products are registered with export promotion councils i.e. Export Promotion Council for Handicrafts (EPCH) & Carpet Export Promotion Council (CEPC). The State/UT wise list of such registered units are enclosed as Annexure – A.
(b): Details of Schemes
The government implements the following schemes for development of handicrafts sector in the country:-
(i) Baba Saheb Hastshilp Vikas Yojana (ii) Design and Technology Upgradation Scheme (iii) Marketing Support and Services Scheme (iv) Research and Development Scheme (v) Human and Resource Development Scheme (vi) Handicrafts Artisans Comprehensive Welfare Scheme (vii) Infrastructure and Technology Development Scheme.
The programmes are implemented through various State Corporations/Apex agencies/Institutions etc. The field units of Office of the DC(Handicrafts) which are located throughout the country monitor the activity for effective implementation of the schemes/programmes. The proposals have been invited from various implementing agencies, and an Annual Action Plan has been prepared accordingly, which is placed at Annexure- B.
(c) & (d): The funds are sanctioned to implementing agencies and not states directly, and hence state- wise allocation is not done. However, the statement containing state wise expenditure during the last three years is enclosed at Annexure- C.
(e): The details of export to various countries and foreign Exchange earned there from is enclosed at Annexure-D.
