Question : RECOMMENDATIONS OF CENTRAL POLLUTION CONTROL BOARDS



(a) whether Central Pollution Control Board (CPCB) has performed an Assessment and development studies in 2010;

(b) if so, the recommendations made by the board;

(c) whether CPCB /State Pollution Control Board (SPCB) are monitoring the polluting industries;

(d) if so, the details and the action taken against the erring industries; and

(e) the action plan/ schemes being run in the States to eliminate or to control the pollution?

(a) & (b) The Central Pollution Control Board (CPCB) has been carrying out studies relating to assessment of pollution and development of emission standards including for formulation of guidelines relating to prevention and control of pollution. The findings of the studies are utilized for formulation of strategies, plans and programmes for abatement of pollution as well as standards for industrial pollution control. CPCB has carried out a survey in 2009 of polluted industrial clusters and based on Comprehensive Environmental Pollution Index, 43 critically polluted areas have been identified for restoration of environmental quality.

(c) to (e) CPCB under its environment surveillance programme is carrying out random checks of industries to verify the compliance of pollution control norms. During the last three years i.e. from 2009-10 to 2011-12, CPCB has carried out surprise checks in 771 industries and issued 118 directions under Sec. 18 (1) (b) of the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 to 19 States Pollution Control Boards for further directing the industries to ensure the compliance of the prescribed norms. Besides this, the Board has issued 195 directions to industries under section 5 of the Environment (Protection) Act,1986 for closure of industries as well as enforcing industries for ensuring time bound compliance of pollution control norms.

The States are implementing action plans/schemes through State Pollution Control Boards (SPCBs) /Pollution Control Committees (PCCs) for prevention and control of pollution in their respective State / Union Territory viz monitoring compliance of pollution control norms in industries, implementation of action plans in critically polluted areas, issuance of directions under section 33A of the Water (Prevention and control of pollution) Act, 1974 and section 31A of the Air (Prevention and control of pollution) Act, 1981 to the industries, etc.
