Question : Download Speed

(a) whether the Government has envisaged download speed of 50 megabyte per second (mbps) to every citizen of the country by 2020 under the National Telecom Policy and if so, the details thereof;

(b) whether the Government proposes to take help of State Governments in creating basic infrastructure to achieve the envisaged target and if so, the details thereof; and

(c) whether the Government has fixed any time limit for this and if so, the details thereof?

(a) to (c) The National Digital Communications Policy 2018 (NDCP-2018) which was notified on 22nd October, 2018, inter-alia aims to provide Universal Broadband Connectivity at 50 Mbps to every citizen of the Country by 2022 under Connect India Mission of the policy. NDCP envisages that all key stakeholders which includes State Governments to come together to forge a coalition to deliver the policy and its missions. The strategies to achieve this inter-alia include creating a collaborative institutional mechanism between Centre, States and Local Bodies for Common Rights of Way, standardization of costs and timelines; and removal of barriers to approvals.
