Question : PURCHASING OF YARN



(a) whether under marketing incentive scheme it is mandatory to purchase yarn from National Handloom Development Corporation (NHDC) Ltd;

(b) if so, the details thereof the and reasons therefor along with the main objectives;

(c) whether the organizations getting the benefit of the scheme have been facing difficulties and requesting for relaxation;

(d) if so, the State-wise details thereof; and

(e) the corrective steps taken by the Government to solve the problems being faced by the weavers?

(a): Yes, Madam.

(b): As National Handloom Development Corporation provides yarn at mill gate price, it was decided that putting this condition will help the weavers to avail the facility of subsidy offered at the yarn supplied by NHDC, hence the condition was stipulated in the guidelines.

(c) & (d): The States viz. West Bengal, Gujarat, Andhra Pradesh, Odisha and Manipur have expressed difficulties in implementation and requested for relaxation of the provision.

(e): The provision was incorporated in the guidelines for implementation during the 12th plan period after deliberations with State Directors, Incharge of handlooms. The scheme was approved by Cabinet Committee on Economic Affairs (CCEA), hence no action is taken to revise the guidelines as yet.
