Question : Anti-National Activities in Campuses

(a) whether the Government has noticed that the situation of law and order is under threat due to anti-national activities and also under the garb of student politics in some of the premier education institutes including the Jawahar Lal Nehru University, National Institutes of Technology and other higher educational institutes in the country;
(b) if so, whether the Government has appointed high level investigation team to look into the matter of said institutions and if so, the details thereof along with the action taken against persons found guilty in this regard, institution-wise and the steps taken by the Government to check recurrence of such incidents;
(c) whether these activities have adversely affected the academic session and if so, the steps taken by the Government to complete academic work in prescribed work days and getting examinations done on time;
(d) whether the Government is also aware that students are migrating from certain universities in Kashmir and if so, the steps taken by the Government to provide security to such students and complete the academic session as well; and
(e) whether the Government is likely to take services of the officers associated with reputed educational institutes of the country to include contents of nationalism in the syllabus and if so, the details thereof and the steps taken by the Government in this regard?

(a) to (e) There are reports of isolated undesirable incidents from certain institutions including Jawaharlal Nehru University (JNU), New Delhi and National Institute of Technology (NIT), Kashmir which have been dealt with by the authorities of the institutions and local administration responsible for Law and Order. JNU has reported that a High Level Enquiry Committee (HLEC) was constituted by the University authorities to investigate the event and action was taken against those students who were found guilty for the misconduct and indiscipline. However, the academic session was not affected due to the incident. In case of NIT, Srinagar, a team was sent by this Ministry to take stock of the situation and the State Government has been requested to take all necessary measures to ensure the safety and security of all the students. The examinations were conducted at NIT as per the schedule in April 2016 and for those students, who missed them, they are again scheduled in May, 2016. It is pertinent to mention here that these autonomous institutions are established under the respective Acts of Parliament and are competent to take action in the academic and administrative matters of the institutions.
